Argh - Can't get F1 Context Sensitive Help (Form Designer)

Using Latest Windows Lazarus Install (1.0.14, FPC 2.6.2) and F1 help
does NOT work on form design ... works fine in code editor.  I've
tried all the solutions for resolving this (options, compile help,
download this, try that) and nothing fixes it.  I have to open lcl.chm
manually and go find what I'm looking for.  Again, in editor, placing
the cursor on a keyword and pressing F1 works fine.

Any suggestions?  Tried this on WinXP, Win7 Pro and Win 8.1 and same
issue on every install.

Please help.  I have recompiled help projects and packages and same
results.

What are you seeing? What do you expect to see?
Context sensitive help for controls on forms etc?

Expect to see help on the focused control or property (if in Object
Inspector).  Also, if on a control's popup dialog (for EditMask of
TMaskEdit control), the Help button does nothing.

So, that bug is saying Context Sensitive help doesn't work (for over
14 mos now)?   Hmmmm
