Bisecting quilty revisions for regression bugs

FYI when reporting regression bugs in future.
Bisecting revisions has been mentioned and recommended many times in
bug tracker, mailing lists and forum, but wiki had no information
about it.

There are 2 commands, "git bisect" and a Perl script "svn-bisect"
which mimics "git bisect".
I have not tested "svn-bisect" myself but "git bisect" has been very
helpful.
