Request - please remove the "deprecated" status from cmdline in system

I have a request - please remove the "deprecated" status from the
cmdline variable in the system unit.

Afaik cmdline is not available on all targets, so that is why it is
deprecated rather than start an emulation of it.

Its better to have it than not have it on targets where it is
available. On Windows, its the only way I can think of to reliably
process commandline parameters.

If ParamStr is not working for you then you're supposed to use the
platform specific mechanisms. That's what ifdefs are for after all.
