No. But we can implement a component to wrapper some "specific" 
service...

[example: jDownloadService component...  and demo
"AppDownloadServiceDemo1" ]

What sevice you need?

My Idea was to create an android Non-GUI service app, that contains a
web-service from web-service toolkit. That other Android Apps can talk
to locally on the same device or elsewhere come to think of it.
