Form Designer component

Hi,
I want to create a program to Design Screens, I need please help in
the best approach to do:
- Menu with components (Checkbox, textbox,labels, etc)
- Canvas? to drop components (be able to customize background with
image)
- Resize components, change Captions, mark checks

Any ideas to starting???
