draw pixels outside the form on screen

Is it possible?
So having simple project form can screen pixels outside the form be
reached (rgb colors) to manipulate with them?

Some time ago one forum member - FabienWang - made two tools: 
CPickSniff and OpenGrabby. They can take screenshots or pick color
from any place of the screen. AFAIK they are open source and cross-
platform, so you can take a look to sources or send him PM.
