  j := TJPEGImage.Create;
  try
    j.Assign(image1.picture.Bitmap);
    j.CompressionQuality:=90;
    j.savetofile('test.jpg');
  finally
    j.free;
  end;
end;

You will need to make sure you have ImagesForLazarus as part of your
project dependancy.
