Cannot find LazarusPackageIntf used by lnetbase

I Can not install lnet component. When installing, it displays 'Cannot
find LazarusPackageIntf used by lnetbase'.

The whole message is this:
lnetbase.pas(14,3) Fatal: Cannot find LazarusPackageIntf used by
lnetbase. Make sure all ppu files of a package are in its output
directory. ppu in wrong directory=C:\lazarus_portable_1_8_56644\packag
er\units\i386-win32\lazaruspackageintf.ppu. Clean up package "FCL"..

FPC version: 3.0.4, lazarus version: 1.8.1 SVN Revision: 56644.
