Exec Java from CGI

I would like to exec from a CGI written in Lazarus (using FreeSpider)
a java program to exec one task. I am using Apache and on my Windows
7.0 everything works fine, when I try to run the same application on
Windows Server 2012 he java application do not start without any
error.

Any help ?

I am using ExecuteProcess with as argument a command line like
"c:\blabl\javaw - jar c:\blablabla\test.jar". If I execute the command
on the DOS shell the jar runs fine.

I tried to set an administrator account for Apache service but no
way... the application do not start without any message of error
always.

I suppose is a security issue but I am not able to understand what.

What's the return value of ExecuteProcess?
