Will TLTCPcomponent bind to specific Network interface?

I am working on a program that is supposed to communicate through
specific Network interface or card on LAN. So, I am looking to see if
TLTCPComponent will allow you to bind it to specific Network
Interface. If not, can you tell me what is available that will let me
do this.
