You and anybody.  Such API documentation seems to be deliberately
written to discourage developers to use them (not only Meta ones but
also Google and Dropbox AFAIK). I suppose they do it that way to force
you to use their applications instead of trying by yourself.

I still trying to understand OAuth despite somebody said it was
"easy".

My feeling too. It's orientated towards generating business / money.
