How determine current user folder (tilde in Bash)?

Linux shell have tilde as shortuct of current user filder, but program
in Pascal or C not knows tilde.
How get this folder ?
also: how get user name and in WIndows get path to c:\user\USER?

On Linux I use GetUserDir https://www.freepascal.org/docs-
html/rtl/sysutils/getuserdir.html
