Cross compile from Linux ARM64 to Linux ARM32

I have Lazarus installed on Linux ARM64 system. Is it possible to
produce 32-bit binaries for ARM from this system?

You'll need to install a suitable 32-bit ARM cross compiler as well as
have 32-bit libraries available, because they're required for linking.
