Fill field in each row of table with random number

I am trying to write a routine to fill a field in each row of a table
with a random value.  I am using an ODBC connection to MS Access.  My
old Delphi routine for this was convoluted, and I don't recall why I
wrote the code in that way. 

Should be a simple task, but I can't seem to figure this out.  What am
I missing?

You are missing details on what you did, what results you expected to
