Problem with libpq.dll in Windows 10

In my application I use sqldb to connect to postgresql.
In the catalog of application are the following files (version
9.4.4-3):
intl.dll
libeay32.dll
libiconv.dll
libpq.dll
libxml2.dll
libxslt.dll
zlib1.dll

Application and windows are 32-bit.

Under windows 7, 8 and 8.1 everything works.
Under Windows 10 have the message "Can not load the PostgreSQL client
library libpq.dll"

Copy the .dll files to windows / system32 does not help.

Why it does not work?

And all windows versions are 32-bit ?

If so, then I assume some dll used by those dlls is not found, e.g a
some older visual studio runtime , search for "dependency walker"

Now it is working.
I installed Microsoft Visual C ++ 2013 Redistributable.
