SQLite Error - SQL  logic error or missing database

This error message often comes when I close a  SQLite connection and
try to open it again with a different database. Is there a known or
common cause why it happens.

Are you opening the file with permissions which allow it to be created
if it doesn't already exist ?

Are you specifying the full file path for the file or are you assuming
it will be in some default folder ?

Do you get the error upon setting the Connected property to True or
upon executing the first SQL statement?
