TDBGrid control missing OnDrawDataCell event

my oracle database using 'GBK' charset. but the Lazarus using UTF8 for
all text. So I need to convert GBK to UTF8. now I change
TCustomDBGrid.DefaultDrawCell using AnsiToUTF8, can display chinese
correct. If TDBGrid has OnDrawDataCell event, I can convert charset
here.

AFAIK people are often using TField.GetText (SetText) for this
purpose.

I rebuild fcl, I change member method of TStringField (getAsString,
getAsVariant, setAsString, setAsVariant).  Write code OnGetText of
TField is Complex.
