UTF8 and TDbf?

After migrating from Lazarus 0.9.24 to 0.9.26 I experience problems
with TDbf component. Data aware controls show empty string when can't
 convert to UTF8.
These DBase tables are created externally, I am supposed only to read
it.
So, my questions are:
1. how to enforce UTF8 in TDbf?
2. How to restructure existing Dbase table so it changes its
TableLevel and LanguageID properties?
3. There is no "UTF8" in Dbf_lang.pas?
