Lazarus 1.6.2 Install or Config problems on Debian stretch stable

Multiple problems, config related on Debian stretch 9.2,  lazarus
1.6.2 (w/ FPC 3.0.0-dfsg-11 installed)
After synaptic remove/ fresh install to default
/usr/lib/lazarus/1.6.2, delete ~/.lazarus, install of default included
packages fails on rebuild IDE.  (E.g. can not find anchordockingdsgn
(.ppu), similar for others.)
The file  idemake.cfg contains multiple invalid paths like: -Fu/usr/li
b/lazarus/1.6.2/components/anchordocking/design/lib/x86_64-linux/gtk2
which do not exist, although
/usr/lib/lazarus/1.6.2/components/anchordocking/design does.
Thus, after a fresh install from Debian Stable release repository,
Lazarus 1.6.2 does not function.
$(LazarusDir) and other search paths and directories all seem
misconfigured.
