How to configure Lazarus/FreePascal for armhfe

Hello,

I have a ubuntu touch with Ubuntu 15.04 and i was thinking about to
practice creating some simple program that compile and works for it.

The question is how can i configure Lazarus and FreePascal to generate
code for armhf optimaly.

May be under a linux installation or also under Windows i386 and
selecting target processor armhf?.
