Ubuntu Unity & Application's Main Bar

I noticed that when my Linux application is run in Ubuntu with Unity
and I open a Window in ShowModal mode that the main bar remains
accessible.

Is this a bug, or is the application's main bar suppose to remain
accessible in Unity?

Update:

Well, I guess that now I have to check to make sure the form is not
already visible:

if About.Visible = False then
begin
  About.ShowModal;
end;

This way I don't have to worry about disabling the main bar itself (or
items on the main bar).
