Different installation location

I downloaded lazarus stable debian packages. After installation, I see
that it's in /usr/lib/lazarus, now I need to give chmod 777 to that
directory or I won't be able to rebuild, install package, or whatever
related. I also have lazarus daily snapshot source (shared between
Windows and Linux), and looking at the makefile it seems to install
under /usr/share/lazarus. Why is this?
