Who is 1000?

After installing Lazarus (on Mandrake 10) I see lots of lazarus files
and dirs with the owner noted as "1000."

There is no such user on my machine.  What is this about?

The reason I ask is that lazarus will only run as root now.  If I try
to run it as non-root I get an "Access Violation" error and the above
files/dirs are the only thing I can find that seems to have odd
ownership.

I have MDK10 too, MDK has a "bug", you have to manually set the
permisions to allow al users to write in the /usr/share and other
required subdirs, this is not a Lazarus bug, i have problems with many
other packages.

Hmm, it's not a real bug, more like something extra you need to do,
did you get it working now ?
Some new distros expect the user to do some manual setup.
