I have being trying to decipher part of this message for a few months
now with no luck, perhaps somebody here can help... the number plate
on the getaway vehicle that kidnaps the puppet master from Section 9
in the Ghost in The Shell movie has this number plate - EO-V5 38

So far I have worked out the 538 is a reference to an earlier
animation by Oshii called Twilight Q: Labyrinth Objects File 538 (538
being a reference to Japan Airlines flight 538 that goes missing)

Can anyone suggest what EOV may be referring to?

I should mention that it is titled Twilight Q Part 2: Mystery Case on
YouTube and is worth watching as it's only an OVA, and that I am yet
to track down the first part...

Sorry I've realised Part 1 is by another director who went on to work
for Ghibli and even on Code Geass
