Whatever you prefer to use, there's no universal agreed upon answer
for this, just like there's no single answer for building a web
server.

There's good enough software out there for this already for x86/arm.
If you plan to do this from scratch then you first need to figure out
what systems your going to be using for this and if the already-
existing software would be good enough. Changing config or recompiling
is easier than DIY and less time consuming.

There is a bunch of open source botnet/post exploitation to learn
from, id suggest taking some notes from them and building on top of
them.

is a good start with lots of documentation.
remember hack to learn, don't learn to hack.
