Command: echoall/echoto - (almost) illegal messaging

Description:
	The string is sent to all players or to one specific being in
	the game.

Syntax:
	echoall <message>
	echoto <being> <message>
	
Note:
	These commands are disabled and the Archs don't want to see you
	to program it on your own, as is (almost) illegal by the RULES.

	At least one implementation of 'echoto' is available via Wizard
	Tools and this is enough for testing things.
