Command: Disc - a special variation of 'people' showing disconnecteds

Description:
	'Disc' lists all disconnected players (and wizards) including
	time and date when disconnected and where.

	If no argument is given, it is done for all players (and wizards)
	who are disconnected, else only for the specified one.

Syntax:
	Disc
	Disc <player>
