Command: shout - makes you be "heard" all over the world

Description:
	With 'shout' you reach all players/adventurers and wizards logged
	into Nemesis. This action costs you 50 spell points!

Syntax:
	shout <message>

Examples:
	shout The dumber the player, the more he shouts!

Note:
	Yes, it is really expensive, as too much shouting often disturbs
	other adventurers and wizards.
