b78 September 30, 2005 The new Mayana Island government requiers monitary assistence. Encosed are proposals for governmental system and economy. In addition, tourism brocures we are curently working on are also enclosed. Please consider our request fairly. Sincerely Charles Bachhuber Interm Regxo of Mayana Island. Mayano Island Government Mayano Island currently has no government. This paper outlines the proposed government. Mayano Island shall have a two part government. One part, the Sxtato shall act equivelent to the Executive and Legislative branches of the United States, and the other part, the Justicoj, is simmiler to the Judiciary branch. The Sxtato is made up of 11 people, picked by popular vote. The Sxtato then elects one of the eleven to be the Regxo. The Regxo has override rights on all laws passed by the Sxtato and all judgments made by the Justicoj. A new Regxo is picked each year, though one person may serve as many of those terms as he can win. The Sxtato members are picked every 10 years, or when one dies, his seat is filled imidiatly. Sxtato members can serve as many terms as they can win. The Justicoj will be picked and organized by the Sxtato in a manner they see fit. There shall be two official languages, Esperanto and English. English will be phased out over the next 50 years, but shall be acceptable for a time as it is currently the common language if the island. This concludes the proposal for government. Mayano Island Economy Mayano Island curently has no economy. This document is the proposed economic system and means of supporting that economy. I propose a socialist-market economy. The majorety of buissness will be private, with little regualtaion outside fair-play and environmental regulations. The local fish will be used to provide some income, and oil harvesting in the offshore oil field will be looked at and evaluated based on environmental impact. All available resorces will be responsably used. In addition, tourism will be encoraged. The current power distribution system is in dire need of an overhaul, as is the comunications infistructure. Plans are in the works for telephone and power system reworkings, and care is being taken to be sure to allow for DSL to be carryed in the furure as well. A satalite uplink station to allow for internet access, as well as posable tv and radio re-broadcasts, is also planned. There are currently a few TV and radio stations, and upgrades to equipent there may be looked foward to as well. Economic issues are a large concern of the interm Mayano Island government, and will be one of the first issues adressed. 0
