 The answer is maybe. There are stories that people who suffered great losses in the White House still stay there. 
For instance, Abraham Licoln's oldest son Willi died in the White House. Lincoln also dreamed of his assasination, where John Wilkes Booth shot him in the head.
Some people say that ghosts are dead people who are sad, and are forever condemned to the place of thier greatest horrer. 
Some other sources, such as the TV show Crossing Over with John Edward, say that ghosts are simply just the dead that wish to communicate with thier relatives. 
Some of these ghosts might have unfinished buisness, like in the movie Casper. 
Who knows? Perhaps Lincoln was meant to finish his work as president, and his dream meant to try to save his life. Perhaps he stays in the White House to try to finish his presidential run?
