To install this:

ON DEBIAN SYSTEMS:
  Just install the .deb.  Or, dpkg-buildpackage -rfakeroot -us -uc to build
  it.

ALL OTHERS:

1. Modify gopherweblink to refer to the appropriate location for the
   template file and your shell.  Also, it requires GNU make;
   some systems call it "gmake".  You may need to make it call gmake.

2. Copy gopherweblink to an appropriate binary location.

3. Copy the template file to an appropriate location.

4. Copy gopherweblink.1, the manpage, to an appropriate location.

REQUIREMENTS:
 * GNU m4
 * GNU make
