Mr. Schumer submitted the following resolution; which was referred to
the Committee on the Judiciary

RESOLUTION
Designating April 6, 2002, as ``National Missing Persons Day''.
Whereas Saturday, April 6, 2002, marks the 24th birthday of the University of
Albany student, Suzanne Lyall, who has been missing since March 2, 1998;
Whereas through her disappearance, Suzanne Lyall has come to represent thousands
of other missing persons;
Whereas in 2001, there were 198,575 persons over the age of 18 reported missing
to law enforcement agencies nationwide;
Whereas many of those reported missing may be victims of Alzheimer's disease or
other health related issues, or victims of foul play;
Whereas regardless of age or circumstances, all missing persons have families
who need support and guidance to endure the days, months, or years they
may spend searching for their missing loved ones; and
Whereas it is important to applaud the committed efforts of families, law
enforcement agencies, and concerned citizens who work to locate missing
persons and to prevent all forms of victimization: Now, therefore, be it
Resolved, That the Senate--
(1) designates April 6, 2002, as ``National Missing Persons
Day''; and
(2) requests that the President issue a proclamation that--
(A) calls upon the people of the United States to
observe the day with appropriate programs and
activities; and
(B) urges all Americans to support worthy
initiatives and increased efforts to locate missing
persons.
