Mr. Sessions (for himself, Mr. Cochran, and Mr. Hutchinson) introduced 
the following bill; which was read twice and referred to the Committee 
                on Agricultural, Nutrition, and Forestry

                                 A BILL


 
      To amend the Agriculture, Rural Development, Food and Drug 
   Administration, and Related Agencies Appropriations Act, 2001, to 
respond to the severe economic losses being incurred by crop producers, 
 livestock and poultry producers, and greenhouse operators as a result 
   of the sharp increase in energy costs or input costs from energy 
                                sources.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. EMERGENCY RELIEF FROM HIGH ENERGY COSTS FOR CROP PRODUCERS, 
              LIVESTOCK AND POULTRY PRODUCERS, AND GREENHOUSE 
              OPERATORS.

    Section 815 of the Agriculture, Rural Development, Food and Drug 
Administration, and Related Agencies Appropriations Act, 2001 (114 
Stat. 1549, 1549A-55), is amended--
            (1) in subsection (b)(1), by striking ``paragraph (2)'' and 
        inserting ``paragraph (2) and subsection (c)(2)'';
            (2) in subsections (b)(2) and (d), by striking ``subsection 
        (c)(2)'' each place it appears and inserting ``subsection 
        (c)(1)(B)'';
            (3) in subsection (c)--
                    (A) by redesignating paragraphs (1), (2), and (3) 
                as subparagraphs (A), (B), and (C), respectively, and 
                indenting appropriately;
                    (B) by striking ``Assistance'' and inserting the 
                following:
            ``(1) Losses due to damaging weather and related 
        conditions.--Assistance''; and
                    (C) by adding at the end the following:
            ``(2) Economic losses due to higher energy costs.--The 
        Secretary shall also provide assistance under this section to 
        crop producers, livestock and poultry producers, and greenhouse 
        operators for any severe increased operating costs that the 
        producers and operators have experienced, or are likely to 
        experience, during calendar year 2000 or 2001 as the result of 
        an increase in energy costs or input costs from energy 
        sources.''; and
            (4) in subsection (e), by striking ``Assistance'' and 
        inserting ``Except as provided in subsection (c)(2), 
        assistance''.
