Mr. Crapo introduced the following bill; which was read twice and
referred to the Committee on Health, Education, Labor, and Pensions

A BILL
To amend the Elementary and Secondary Education Act of 1965 to improve
training for teachers in the use of technology.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Training Teachers for Technology Act
of 2001''.
SEC. 2. STATE ACTIVITIES.
Section 2207 of the Elementary and Secondary Education Act of 1965
(20 U.S.C. 6647) is amended--
(1) in paragraph (12), by striking ``; and'' and inserting
a semicolon;
(2) in paragraph (13), by striking the period and inserting
``; and''; and
(3) by adding at the end the following:
``(14) providing assistance to local educational agencies
and eligible partnerships for the development and
implementation of innovative professional development programs
that train teachers to use technology to improve teaching and
learning and are consistent with the requirements of section
2210(b)(2).''.
SEC. 3. LOCAL ACTIVITIES.
Section 2210(b)(2) of the Elementary and Secondary Education Act of
1965 (20 U.S.C. 6650(b)(2)) is amended--
(1) in subparagraph (D), by striking ``; and'';
(2) in subparagraph (E), by striking the period and
inserting ``; and''; and
(3) by adding at the end the following:
``(F) to the extent appropriate, provide training
for teachers in the use of technology so that
technology and technology applications are effectively
used in the classroom to improve teaching and learning
for the curriculum that, and content areas in which,
the teachers teach.''.
SEC. 4. DEFINITIONS.
Section 2402 of the Elementary and Secondary Education Act of 1965
(20 U.S.C. 6702) is amended--
(1) by redesignating paragraphs (1) through (4) as
paragraphs (2), (5), (6), and (4), respectively;
(2) by inserting paragraph (4) (as so redesignated) before
paragraph (5) (as so redesignated);
(3) by inserting before paragraph (2) (as so redesignated)
the following:
``(1) the terms `arts and sciences' and `high need local
educational agency' have the meanings given the terms in
section 201(b) of the Higher Education Act of 1965;'';
(4) by inserting after such paragraph (2) the following:
``(3) except as otherwise provided in part D, the term
`eligible partnership' means an entity that--
``(A) shall include--
``(i) a high need local educational agency;
``(ii) a school of arts and sciences; and
``(iii) an institution that prepares
teachers; and
``(B) may include other local educational agencies,
a public charter school, a public or private elementary
school or secondary school, an educational service
agency, a public or private nonprofit educational
organization, or a business;'';
(5) in paragraph (4) (as so redesignated), by striking the
period and inserting a semicolon;
(6) in paragraph (5) (as so redesignated), by striking the
semicolon and inserting ``; and''; and
(7) in paragraph (6) (as so redesignated), by striking ``;
and'' and inserting a period.
