A BILL
To amend the National Trails System Act to update the feasibility and
suitability studies of 4 national historic trails and provide for
possible additions to such trails.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. OREGON NATIONAL HISTORIC TRAIL.
Section 5(c)(8) of the National Trails System Act (16 U.S.C.
1244(c)(8)) is amended to read as follows:
``(8) Oregon National Historic Trail.--
``(A) In general.--The Oregon National Historic Trail,
extending approximately 2000 miles from Independence, Missouri,
to near Fort Vancover, Washington.
``(B) Study.--
``(i) In general.--To determine the feasibility and
suitability of designating additional routes and
cutoffs as part of the Oregon National Historic Trail,
the Secretary shall conduct a study of--
``(I) the routes and cutoffs described in
clause (ii) and generally depicted on the map
entitled __________, dated ____________, 2001;
and
``(II) other routes and cutoffs, as the
Secretary considers appropriate.
``(ii) Routes.--The routes referred to under clause
(i)(I) are as follows:
``(I) Barlow Road cutoff.
``(II) Cowlitz River route.
``(III) Free Emigrant Road.
``(IV) Goodale's cutoff.
``(V) Meek cutoff.
``(VI) Naches Pass Trail.
``(VII) North Alternate Oregon Trail.
``(VIII) North Side alternate route.
``(IX) Upper Columbia River.
``(X) Whitman Mission route.
``(iii) Designation as historic trail.--On
completion of the study under clause (i), the Secretary
shall--
``(I) designate the routes and cutoffs
described in clause (ii) as part of the Oregon
National Historic Trail, if the Secretary
determines the routes and cutoffs are feasible
and suitable additions to the trail; and
``(II) publish notice of any designation
under subclause (I) in the Federal Register.
``(iv) Report to congress.--The Secretary shall
submit to the Committee on Resources of the House of
Representatives and the Committee on Energy and Natural
Resources of the Senate--
``(I) the study required under clause (i);
and
``(II) the determination of the Secretary
under clause (iii)(I).''.
SEC. 2. PONY EXPRESS NATIONAL HISTORIC TRAIL AND CALIFORNIA NATIONAL
HISTORIC TRAIL.
Section 5(c)(30) of the National Trails System Act (16 U.S.C.
1244(c)(30)) is amended to read as follows:
``(30) Pony Express National Historic Trail and California National
Historic Trail.--
``(A) In general.--
``(i) Pony express national historic trail.--The
Pony Express National Historic Trail, extending from
Saint Joseph, Missouri, through Kansas, Nebraska,
Colorado, Wyoming, Utah, Nevada, to Sacramento,
California, as indicated on the map entitled `Potential
Pony Express Trail', dated October 1983.
``(ii) California national historic trail.--The
California National Historic Trail extends from the
vicinity of Omaha, Nebraska, and Saint Joseph,
Missouri, to various points in California, as indicated
on a map entitled `Potential California Trail', dated
August 1, 1983.
``(B) Initial study.--
``(i) Deadline for completion.--Notwithstanding
subsection (b), the study under this paragraph shall be
completed and submitted to Congress not later than 2
fiscal years after the date of enactment of section 1
of Public Law 98-405 (98 Stat. 1483).
``(ii) Components.--The study required under clause
(i) shall be separated into--
``(I) a portion relating to the Pony
Express National Historic Trail; and
``(II) a portion relating to the California
National Historic Trail.
``(C) Additional studies.--
``(i) Pony express national historic trail.--
``(I) In general.--The Secretary shall
conduct a study of the approximately 20-mile
southern alternative route from Wathena,
Kansas, to Troy, Kansas, to determine the
feasibility and suitability of designating that
route as part of the Pony Express National
Historic Trail.
``(II) Designation as historic trail.--On
completion of the study under subclause (I),
the Secretary shall--
``(aa) designate the route as part
of the Pony Express National Historic
Trail, if the Secretary determines the
route is a feasible and suitable
addition to the trail; and
``(bb) publish notice of any
designation under item (aa) in the
Federal Register.
``(III) Report to congress.--The Secretary
shall submit to the Committee on Resources of
the House of Representatives and the Committee
on Energy and Natural Resources of the Senate--
``(aa) the study under subclause
(I); and
``(bb) the determination of the
Secretary under subclause (II)(aa).
``(ii) California national historic trail.--
``(I) In general.--To determine the
feasibility and suitability of designating
additional routes and cutoffs as part of the
California National Historic Trail, the
Secretary shall conduct a study of--
``(aa) the central, Missouri
Valley, and western routes and cutoffs
described in subclause (II) and
2000
generally depicted on the map entitled
____________, dated __________, 2001;
and
``(bb) other central, Missouri
Valley, and western routes and cutoffs,
as the Secretary considers appropriate.
``(II) Routes.--The routes referred to
under subclause (I)(aa) are as follows:
``(aa) Central routes.--
``(AA) Bishop Creek cutoff.
``(BB) Central Overland
Trail.
``(CC) Cherokee Trail,
including splits.
``(DD) Diamond Springs
cutoff.
``(EE) Greenhorn cutoff.
``(FF) McAuley cutoff.
``(GG) Secret Pass.
``(HH) Weber Canyon route
of Hastings cutoff.
``(bb) Missouri valley routes.--
``(AA) Atchison/
Independence Creek routes.
``(BB) Blue Mills--
Independence Road.
``(CC) Blue Ridge cutoff.
``(DD) Fort Leavenworth--
Blue River route.
``(EE) Fort Leavenworth--
Kansas River route.
``(FF) Gum Springs--Fort
Leavenworth route.
``(GG) Lower Bellevue
Route.
``(HH) Lower Plattsmouth
Route.
``(II) Minersville--
Nebraska City Road.
``(JJ) Nebraska City cutoff
routes.
``(KK) Old Wyoming--

``(III) Designation as historic trail.--On
completion of the study required under
subclause (I), the Secretary shall--
``(aa) designate the routes and
cutoffs described in subclause (II) as
part of the California National
Historic Trail, if the Secretary
determines the routes and cutoffs are
feasible and suitable additions to the
California National Historic Trail; and
``(bb) publish notice of any
designation under item (aa) in the
Federal Register.
``(IV) Report to congress.--The Secretary
shall submit to the Committee on Resources of
the House of Representatives and the Committee
on Energy and Natural Resources of the Senate--
``(aa) the study under subclause
(I); and
``(bb) the determination of the
Secretary under subclause (III)(aa).''.
SEC. 3. MORMON PIONEER NATIONAL HISTORIC TRAIL.
Section 5(c) of the National Trails System Act (16 U.S.C. 1244(c))
is amended by adding at the end the following:
``(41) Additional Mormon Pioneer National Historic Trail Study.--
``(A) In general.--To determine the feasibility and
suitability of designating additional routes and cutoffs as
part of the Mormon Pioneer National Historic Trail, the
Secretary shall conduct a study of--
``(i) the routes and cutoffs described in
subparagraph (B) and generally depicted on the map
entitled ______________, dated ______________, 2001;
and
``(ii) other routes and cutoffs, as the Secretary
considers appropriate.
``(B) Routes.--The routes referred to under subparagraph
(A)(i) are as follows:
``(i) 1846 Subsequent routes A and B in Lucas
County and Clark County, Iowa.
``(ii) 1847 Alternative Elkhorn and Loup River
Crossings, in Nebraska.
``(iii) 1850 Golden Pass Road in Utah.
``(iv) 1856-57 Handcart route, extending from Iowa
City to Council Bluffs, in Iowa.
``(v) Fort Leavenworth Road.
``(vi) Keokuk route, in Iowa.
``(vii) Ox Bow route and alternates.
``(C) Designation as historic trail.--On completion of the
study under subparagraph (A), the Secretary shall--
``(i) designate the routes and cutoffs described in
subparagraph (B) as part of the Mormon Pioneer National
Historic Trail, if the Secretary determines the routes
and cutoffs are feasible and suitable additions to the
trail; and
``(ii) publish notice of any designation under
clause (i) in the Federal Register.
``(D) Report to congress.--The Secretary shall submit to
the Committee on Resources of the House of Repr

esentatives and
the Committee on Energy and Natural Resources of the Senate--
``(i) the study under subparagraph (A); and
``(ii) the determination of the Secretary under
subparagraph (C)(i).
``(42) Shared California and Oregon National Historic Trails.--
``(A) In general.--To determine the feasibility and
suitability of designating additional routes and cutoffs as
shared components of the California National Historic Trail and
Oregon National Historic Trail, the Secretary shall conduct a
study of the routes and cutoffs described in subparagraph (B)
and generally depicted on the map entitled ____________, dated
____________, 2001.
``(B) Routes.--The routes referred to under subparagraph
(A) are as follows:
``(i) Applegate route.
``(ii) Childs cutoff.
``(iii) Council Bluffs Road.
``(iv) Old Fort Kearny Road (Oxbow Trail).
``(v) Raft River to Applegate.
``(vi) St. Joe Road.
``(vii) Sublette cutoff.
``(C) Designation as historic trail.--On completion of the
study under subparagraph (A), the Secretary shall--
``(i) designate the routes and cutoffs described in
subparagraph (B) as part of the California and Oregon
National Historic Trails, if the Secretary determines
the routes and cutoffs are a feasible and suitable
addition to the trails; and
``(ii) publish notice of any designation under
clause (i) in the Federal Register.
``(D) Report to congress.--The Secretary shall submit to
the Committee on Resources of the House of Representatives and
the Committee on Energy and Natural Resources of the Senate--
``(i) the study under subparagraph (A); and
``(ii) the determination of the Secretary under
subparagraph (C).''.
