   To amend section 222 of the Communications Act of 1934 to require 
 affirmative written consent by a customer to the release of customer 
                    proprietary network information.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. REQUIREMENT FOR AFFIRMATIVE WRITTEN CONSENT FOR RELEASE OF 
              CUSTOMER PROPRIETARY NETWORK INFORMATION.

    Section 222(c)(1) of the Communications Act of 1934 (47 U.S.C. 
222(c)(1)) is amended by striking ``the approval of the customer'' and 
inserting ``the affirmative written consent of the customer''.
