     national cemetery who are buried in cemeteries of such States.

 To amend title 38, United States Code, to provide for the payment to 
States of plot allowances for certain veterans eligible for burial in a 
     national cemetery who are buried in cemeteries of such States.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PAYMENT OF PLOT OR INTERMENT ALLOWANCE.

    Section 2303 of title 38, United States Code, is amended by adding 
at the end the following new subsection:
    ``(c)(1) Subject to paragraph (3), the Secretary shall pay to any 
State, or agency or political subdivision of a State, a plot or 
interment allowance of $150 for the burial of any veteran who--
            ``(A) is eligible for burial in a national cemetery under 
        section 2402 of this title; and
            ``(B) is buried (without charge for the cost of a plot or 
        interment) in a cemetery, or a section of a cemetery, that--
                    ``(i) is used solely for the interment of persons 
                eligible for burial in a national cemetery; and
                    ``(ii) is owned by such State, or agency or 
                political subdivision.
    ``(2) The payment of a plot or interment allowance under this 
subsection shall be in addition to any benefits provided under section 
2302 or 2307 of this title, or subsection (a).
    ``(3) The Secretary may not pay a plot or interment allowance under 
this subsection for the burial of any veteran for which the Secretary 
pays a plot or interment allowance under subsection (b)(1).''.
