Mrs. Maloney of New York (for herself, Mrs. Kelly, Mrs. McCarthy of New
York, Mr. Hinchey, Mr. Towns, Mr. Grucci, Mr. Israel, Mr. Serrano, Mr.
King, Mr. Nadler, Mr. Meeks of New York, and Mr. Engel) submitted the
following resolution; which was referred to the Committee on Education
and the Workforce

RESOLUTION
Recognizing the courage and professionalism of the New York City public
school community during and after the terrorist attack on the World
Trade Center on September 11, 2001, and supporting Federal assistance
to New York City public schools.
Whereas the attack on the World Trade Center in New York, New York, was the
single most devastating terrorist attack ever perpetrated against the
United States;
Whereas the attack had a sudden and damaging effect on the 1,100,000 students,
the 137,000 teachers, administrators, and staff, and the millions of
families comprising the New York City public school community;
Whereas over 9,000 students and school staff were in buildings dangerously close
to the World Trade Center at the time of the attack;
Whereas the teachers, administrators, and staff of New York City public schools
reacted with extraordinary calm and bravery, evacuating their schools
and making sure that every child was safe and accounted for;
Whereas the diligence of these teachers, administrators, and staff prevented
injuries from occurring to students even in the midst of the mayhem;
Whereas 1,500 students and 800 staff members from New York City public schools
lost a family member or a loved one as a result of the attack;
Whereas the Chancellor and members of the school board, teachers, counselors,
and staff have all worked tirelessly in the weeks since the attack to
ensure that schools returned to their regular schedules as quickly as
possible, and to provide the resources needed to restore a safe and
supportive school environment;
Whereas neighboring schools generously opened their doors to accommodate the
nearly 6,000 displaced students whose schools were closed after the
attack;
Whereas in order to maximize performance on standardized tests, extended
classroom instruction is needed for all students who lost valuable
lesson time as a result of the attack; and
Whereas the Federal government provided resources to Oklahoma City, Oklahoma,
Los Angeles, California, and Littleton, Colorado, for grief and trauma
counseling for students and staff in those communities following
traumatic events, and similar assistance is needed to meet the needs of
students and staff in New York City: Now, therefore, be it
Resolved, That the House of Representatives--
(1) recognizes the courage and professionalism of the New
York City public school community during and after the
terrorist attack on the World Trade Center on September 11,
2001; and
(2) supports Federal assistance for New York City public
schools to ensure that critical support services, such as
counseling and extended educational time, are made available to
all the students and staff affected by the attack.
