Mr. Engel, Mr. Boehlert, Mr. Israel, Mr. McNulty, Mr. Grucci, Mr.
Serrano, Mr. Walsh, Mr. LaFalce, Mr. Conyers, Mr. Gutknecht, Mr.
Doolittle, Mr. Peterson of Minnesota, Mr. Kind, and Mr. Abercrombie)
submitted the following resolution; which was referred to the Committee
on Government Reform

RESOLUTION
Honoring Mayor Rudolph Giuliani, the rescue workers, and the residents
of New York, New York, for their valiant efforts in responding to the
terrorist attack.
Whereas the World Trade Center in New York City was attacked on September 11,
2001, when two hijacked commercial airplanes crashed into the Center's
towers;
Whereas the city of New York, its private citizens and public servants,
exemplified by Mayor Rudolph Giuliani, must be commended for the
tireless and selfless rescue and recovery efforts;
Whereas Mayor Rudolph Giuliani's steadfast commitment to urging calm in the
city, uniting his fellow New Yorkers, and rallying their spirits has
given comfort to the entire Nation as we all attempt to cope with this
tragedy;
Whereas Mayor Rudolph Giuliani has demonstrated unwavering leadership and valor
in this time of crisis, acting quickly and decisively, directing the
city's response to the terrorist attack;
Whereas countless public servants, institutions, and private citizens, including
the New York City Fire Department, the New York City Police Department,
the Emergency Medical Service (EMS), and numerous city agencies,
hospitals and health care professionals, safety engineers, and
construction workers responded to this terrorist attack without
hesitation, risking and, in too many tragic instances, sacrificing their
lives, and worked diligently to rescue victims and to provide emergency
care to the injured;
Whereas this crisis has touched the heart of the nation, engendered
unprecedented acts of altruism and a remarkable outpouring of support
and coordination to assist the city of New York, epitomized by the
actions and leadership of President George W. Bush, Governor George E.
Pataki, the New York State Legislature, and the City's elected leaders;
and
Whereas Rudolph Giuliani, mayor of the city of New York, together with other
city leaders and public servants, have led New York City and the Nation
by example in this time of national tragedy: Now, therefore, be it
Resolved, That the House of Representatives--
(1) praises the people of New York for their great courage,
unbounded volunteerism, and enduring spirit in this time of
crisis;
(2) recognizes Mayor Rudolph Giuliani's passionate
commitment to the people of New York City;
(3) honors the emergency responders, within and beyond New
York, for their bravery and sacrifice in service to the Nation;
(4) extends its heartfelt sympathies to the families of all
those lost in the tragedy;
(5) appreciates Mayor Giuliani's tireless efforts to direct
the rescue efforts; and
(6) reaffirms its support and commitment to all of the
Nation's law enforcement officers, firefighters, and emergency
medical technicians as they selflessly serve their communities.
