            referred to the Committee on Energy and Commerce

                         CONCURRENT RESOLUTION


 
 Expressing the sense of Congress that money from the drug trade helps 
finance terror and terrorism and that the link between drugs and terror 
           is one more reason for children not to use drugs.

Whereas roughly half of the 28 international terrorist organizations identified 
        by the State Department in October 2001 have links to illicit drug 
        activities;
Whereas many drug trafficking organizations engage in acts that most people 
        would consider terror, including gruesome public killings of innocents, 
        large-scale bombings intended to intimidate governments, in-flight 
        destruction of passenger airliners, kidnaping, and torture;
Whereas preventing drug use in the United States can limit terrorists' access to 
        funding and limit their ability to operate;
Whereas if a person buys drugs, that person most likely may be supporting 
        terrorists;
Whereas in 1998 alone, Americans spent $66,000,000,000 on drugs;
Whereas Americans consume a disproportionate share of the world's illegal drug 
        trade;
Whereas the President has said, ``If you quit drugs, you join the fight against 
        terrorism in America'';
Whereas educating children about the link between drugs and terror makes them 
        less likely to do drugs;
Whereas focus group research conducted by the Media Campaign found that 
        advertisements linking drugs and terrorism had a statistically 
        significant impact on young people's intent to use drugs, in that seeing 
        the advertisements made them less likely to use drugs;
Whereas a child's parents are one of the most important influences in that 
        child's decision not to do drugs;
Whereas 62 percent of parents surveyed by the Partnership for a Drug-Free 
        America said that knowing that the use of illegal drugs supports 
        terrorist activities would be helpful to them in talking to their 
        children about drugs;
Whereas knowing about the link between drugs and terror makes children less 
        likely to use drugs;
Whereas 59 percent of children from ages 12 through 17 surveyed by the 
        Partnership for a Drug-Free America said that knowing that the drug 
        trade helps finance terrorist attacks makes them less likely to use 
        drugs;
Whereas the drug problem in this country is a serious issue, in that Americans 
        spend approximately $66,000,000,000 per year on illegal drugs, and the 
        overall cost to society of illegal drugs, including health, productivity 
        and law enforcement costs, is $160,000,000,000;
Whereas efforts to prevent drug use require the attention of parents, educators, 
        and faith and community leaders; and
Whereas America's youth impact the very source of the Nation's military might, 
        who are needed to deal with terrorism: Now, therefore, be it
    Resolved by the House of Representatives (the Senate concurring), 
That it is the sense of Congress that--
            (1) money from the drug trade helps finance terror and 
        terrorism;
            (2) educating children about the link between drugs and 
        terror makes them less likely to do drugs; and
            (3) the link between drugs and terrorism is just one more 
        reason for children not to use drugs.
