Mr. Rohrabacher introduced the following bill; which was referred to
the Committee on the Judiciary

A BILL
To provide compensation for injury and property damages suffered by
persons as a result of the bombing attack by the United States on
August 20, 1998, in Khartoum, Sudan, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. PAYMENT.
The Secretary of the Treasury shall pay, from amounts in the
Treasury not otherwise appropriated, such sum as necessary up to a
total amount of $50,000,000 in settlement of claims by persons
suffering injury or property loss as a result of the missile attack in
Khartoum, Sudan, on August 20, 1998, by the Armed Forces of the United
States. Such payments shall be in full satisfaction of these claims.
SEC. 2. RELATION OF PAYMENT TO REFERRAL TO COURT OF CLAIMS.
The Secretary of the Treasury shall not pay any claim filed against
the United States or any agency thereof later than 60 days after
reference of this bill to the Court of Claims pursuant to section 1492
of title 28, United States Code.
SEC. 3. LIMITATION ON ATTORNEYS' FEES.
No part of the amounts appropriated under section 1 in excess of 10
percent thereof shall be paid or delivered to or received by any agent
or attorney on account of services rendered in connection with the
claim referred to in section 1, and the same shall be unlawful, any
contract to the contrary notwithstanding. Any person violating the
provisions of this section shall be fined not more than $1,000.
