A BILL
To provide for the establishment of an Internet site on Federal
financial assistance.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``People's Access to Government
Information Act''.
SEC. 2. INTERNET SITE.
(a) Establishment of Internet Site.--The Secretary of Commerce
shall establish and maintain a searchable Internet site for the purpose
of providing to the public ready access to information on Federal
financial assistance, including grants, loans, loan guarantees,
scholarships, and fellowships.
(b) Contents of Internet Site.--The Internet Site shall contain the
following:
(1) A description of each type of grant, loan, loan
guarantee, scholarship, or fellowship provided by each Federal
agency, including a description of--
(A) the type of assistance;
(B) any Catalog of Federal Domestic Assistance
program number;
(C) the objectives of the assistance;
(D) any restriction on use of the assistance;
(E) any eligibility requirements;
(F) the application and award process, including
preapplication coordination, application procedures,
award procedures, any application deadlines, a range of
time required for approval or disapproval of
applications, any application appeal procedures, and
procedures for renewal of assistance;
(G) assistance considerations, including formula
and matching requirements and length and time phasing
of assistance;
(H) post assistance requirements, including
reports, audits, and records;
(I) program accomplishments;
(J) information contacts;
(K) related programs;
(L) examples of funded projects;
(M) regulations and guidelines; and
(N) related literature.
(2) A direct link to any application that is available
online, or a statement that no such application is available,
for each type of grant, loan, loan guarantee, scholarship, or
fellowship that is referred to in paragraph (1).
(3) A general explanation of how to apply for a loan,
including a general comparison of application procedures for
and terms of Federal Government loans versus private loans.
(4) Information on how nonprofit organizations may obtain
surplus equipment from the Federal Government.
(5) Direct links to other Federal Internet sites with
information on grants, loans, loan guarantees, scholarships, or
fellowships, including any such sites maintained by or on
behalf of a Federal financial assistance agency.
(c) Federal Financial Assistance Agency Defined.--For purposes of
this section, the term ``Federal financial assistance agency'' includes
the following:
(1) The Executive departments.
(2) The Appalachian Regional Commission.
(3) The Architectural and Transportation Barriers
Compliance Board.
(4) The Commission on Civil Rights.
(5) The Environmental Protection Agency.
(6) The Equal Employment Opportunity Commission.
(7) The Federal Communications Commission.
(8) The Federal Emergency Management Agency.
(9) The Federal Maritime Commission.
(10) The Federal Mediation and Conciliation Service.
(11) The Federal Trade Commission.
(12) The General Services Administration.
(13) The Library of Congress.
(14) The National Aeronautics and Space Administration.
(15) The National Archives and Records Administration.
(16) The National Council on Disability.
(17) The National Credit Union Administration.
(18) The National Foundation on the Arts and the
Humanities.
(19) The National Gallery of Art.
(20) The National Labor Relations Board.
(21) The National Science Foundation.
(22) The Nuclear Regulatory Commission.
(23) The Office of Personnel Management.
(24) The Overseas Private Investment Corporation.
(25) The Pension Benefit Guaranty Corporation.
(26) The President's Committee on Employment of People with
Disabilities.
(27) The Railroad Retirement Board.
(28) The Securities and Exchange Commission.
(29) The Social Security Administration.
