A BILL
To modify labeling and advertising requirements for watches.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. LABELING AND ADVERTISING REQUIREMENTS FOR WATCHES.
Section 320933 of the Violent Crime Control and Law Enforcement Act
of 1994 (15 U.S.C. 45a) is amended--
(1) in the first sentence by striking ``To the extent'' and
inserting ``(a) Authority of Federal Trade Commission.--To the
extent''; and
(2) by adding at the end the following new subsection:
``(b) Labels and Advertising for Watches.--Notwithstanding
subsection (a) and notwithstanding any decision or order of the Federal
Trade Commission issued under section 5 of the Federal Trade Commission
Act (15 U.S.C. 45), the Federal Trade Commission, in reviewing labels
on any watch or watch movement that state a United States or foreign
country of origin or any advertising relating thereto, the Commission
shall determine the country of origin of the watch or watch movement on
the basis of the substantial transformation criteria established by the
United States Customs Service pursuant to section 304 of the Tariff Act
of 1930 (19 U.S.C. 1304).
