A BILL
To amend title 18, United States Code, to provide that Federal prisons
may not provide cable television and similar luxuries to their inmates.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``No Frills Prison Act of 2001''.
SEC. 2. PROHIBITION OF CERTAIN LUXURIES IN FEDERAL PRISONS.
Section 4007 of title 18, United States Code, is amended by adding
at the end the following: ``Money from the Treasury of the United
States shall not be used to purchase cable television services, to rent
or purchase videocassettes, videocassette recorders, or other
audiovisual or electronic equipment used primarily for recreational
purposes. The preceding sentence does not preclude the rental or
purchase of audiovisual or electronic equipment for inmate training or
educational programs.''.
