Mr. Issa (for himself, Mr. Pence, Mr. Barr of Georgia, Mr. Keller, Ms.
Hart, Mr. Doolittle, Mr. Gary G. Miller of California, Mr. Hunter, and
Mr. Flake) introduced the following bill; which was referred to the
Committee on the Judiciary, and in addition to the Committee on
Government Reform, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

A BILL
To increase the authority of the Attorney General to remove, suspend,
and impose other disciplinary actions on, employees of the Immigration
and Naturalization Service.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. DISCIPLINARY ACTION FOR CERTAIN INS EMPLOYEES BASED ON FBI
POLICIES AND PROCEDURES.
Notwithstanding any other provision of law, the Attorney General is
authorized and directed to impose disciplinary action, including
termination of employment, pursuant to policies and procedures
applicable to employees of the Federal Bureau of Investigation, for any
employee of the Immigration and Naturalization Service who violates
policies and procedures set forth by the Department of Justice relative
to the granting of citizenship or who willfully deceives the Congress
or department leadership on any matter.
SEC. 2. ELIMINATING RESTRICTIONS ON CERTAIN DISCIPLINARY AND OTHER
ADVERSE ACTIONS TAKEN AGAINST INS EMPLOYEES.
Section 7511(b)(8) of title 5, United States Code, is amended by
inserting ``the Immigration and Naturalization Service,'' after ``the
Federal Bureau of Investigation,''.
