economic losses being incurred by crop producers, livestock and poultry
producers, and greenhouse operators as a result of the sharp increase
in energy prices.

Mr. Pickering introduced the following bill; which was referred to the
Committee on Agriculture

A BILL
To amend the emergency crop loss assistance provisions of the
Agriculture, Rural Development, Food and Drug Administration, and
Related Agencies Appropriations Act, 2001, to respond to the severe
economic losses being incurred by crop producers, livestock and poultry
producers, and greenhouse operators as a result of the sharp increase
in energy prices.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. EMERGENCY RELIEF FROM HIGH ENERGY COSTS FOR CROP PRODUCERS,
LIVESTOCK AND POULTRY PRODUCERS, AND GREENHOUSE
OPERATORS.
Section 815 of the Agriculture, Rural Development, Food and Drug
Administration, and Related Agencies Appropriations Act, 2001 (as
enacted by Public Law 106-387; 114 Stat. 1549A-55), is amended--
(1) in subsection (b)(1), by striking ``paragraph (2)'' and
inserting ``paragraph (2) and subsection (c)(2)'';
(2) in subsections (b)(2) and (d), by striking ``subsection
(c)(2)'' each place it appears and inserting ``subsection
(c)(1)(B)''; and
(3) in subsection (c)--
(A) by redesignating paragraphs (1), (2), and (3)
as subparagraphs (A), (B), and (C), respectively, and
moving the margins of such subparagraphs 2 ems to the
right;
(B) by striking ``Assistance'' and inserting the
following:
``(1) Losses due to damaging weather and related
conditions.--''; and
(C) by adding at the end the following new
paragraph:
``(2) Economic losses due to higher energy costs.--The
Secretary shall also provide assistance under this section to
crop producers, livestock and poultry producers, and greenhouse
operators that have incurred higher operating costs during 2000
or 2001, and consequently severe economic losses, as a result
of increases in energy prices.''.
