Mr. Vitter introduced the following bill; which was referred to the
Committee on Armed Services, and in addition to the Committee on
Education and the Workforce, for a period to be subsequently determined
by the Speaker, in each case for consideration of such provisions as
fall within the jurisdiction of the committee concerned

A BILL
To amend title 10, United States Code, to improve the ability of
students at institutions of higher education to enroll in units of the
Senior Reserve Officer Training Corps.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. DENIAL OF GRANTS AND CONTRACTS FROM DEPARTMENT OF DEFENSE,
DEPARTMENT OF EDUCATION, AND CERTAIN OTHER DEPARTMENTS
AND AGENCIES TO INSTITUTIONS OF HIGHER EDUCATION THAT
PREVENT ROTC ACCESS ON CAMPUS.
(a) Removal of Off-Site Access Option.--Section 983(a) of title 10,
United States Code, is amended by striking ``prevents--'' and all that
follows through the end of paragraph (2) and inserting the following:
``prevents the Secretary of a military department from maintaining,
establishing, or operating a unit of the Senior Reserve Officer
Training Corps (in accordance with section 654 of this title and other
applicable Federal laws) at that institution (or any subelement of that
institution).''.
(b) Effective Date.--The amendment made by subsection (a) shall
take effect on ____.
