                                 A BILL


 
      To amend the compensation program established under the Air 
Transportation Safety and System Stabilization Act to clarify that, in 
  reducing the amount of compensation provided to a person under the 
program by amounts received from collateral sources, collateral sources 
                   do not include charitable sources.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. COLLATERAL SOURCES NOT TO INCLUDE CHARITABLE SOURCES.

    Section 402(4) of the Air Transportation Safety and System 
Stabilization Act (Public Law 107-42; 115 Stat. 240; 49 U.S.C. 40101 
note) is amended by inserting before the period at the end the 
following: ``, but does not include any charitable sources''.
