Akin) introduced the following bill; which was referred to the
Committee on Science

A BILL
To direct the National Science Foundation to identify opportunities for
collaboration with other Federal agencies, to increase the utilization
of existing technologies, and to give priority to the development of
new research areas to assist in the detection of, prevention of, and
improved response to potential terrorist acts.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. IDENTIFICATION OF OPPORTUNITIES AND PRIORITY.
The National Science Foundation shall--
(1) examine its research portfolio so as to identify
opportunities for collaboration with the Defense Advanced
Research Projects Agency and other Federal agencies to increase
the utilization and deployment of new technologies for the
detection and prevention of, and improved response to,
potential terrorist acts; and
(2) identify new research opportunities to advance the
detection of, prevention of, and response to potential
terrorist acts, and give priority to such research.
SEC. 2. PEER REVIEW.
Nothing in this Act shall be construed to authorize the
circumventing of any peer review procedures employed by the National
Science Foundation.
SEC. 3. REPORT TO CONGRESS.
Not later than 90 days after the date of the enactment of this Act,
the Director of the National Science Foundation shall transmit to the
Congress a report on the findings of the National Science Foundation
resulting from activities carried out under section 1.
