A BILL
To terminate all unilateral United States sanctions against foreign
countries or entities, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``American Renewed Diplomacy Act of
2001''.
SEC. 2. TERMINATION OF UNILATERAL UNITED STATES SANCTIONS.
(a) Termination.--Notwithstanding any other provision of law, any
unilateral sanction imposed by law on any foreign country or entity
shall cease to be effective beginning on the date of the enactment of
this Act.
(b) Exception.--Subsection (a) shall not apply with respect to a
sanction imposed on a country or entity pursuant to a multilateral
arrangement.
SEC. 3. PROHIBITION ON TRAVEL RESTRICTIONS TO FOREIGN COUNTRIES.
Notwithstanding section 1 of the Act entitled ``An Act to regulate
the issue and validity of passports, and for other purposes'', approved
July 3, 1926 (22 U.S.C. 211a), or any other related provision of law,
the Secretary of State may not prohibit the use of United States
passports for travel to any foreign country.
SEC. 4. DIPLOMATIC RECOGNITION OF ALL NATIONS.
Not later than 90 days after the date of the enactment of this Act,
the President shall begin discussions and negotiations to establish
full diplomatic relations with the government of any nation with which
the United States does not maintain such relations and with any other
governmental entities.
